SYRIA STRIKE=$1 BILLION/MONTH

JCS: SYRIA NO FLY & MISSION CREEP

TO: FIELD COMMO SECTIONS
FROM: S2 STRATEGY
SUBJ: JCS COST ANALYSIS & EXPECTATIONS

AS REPORTED IN ISRAEL NATIONAL NEWS:

"PENTAGON--
An American attack against Syria's chemical weapon stashes would not only be a complicated and delicate military mission – it would also be a very expensive one, according to Joint Chiefs of Staff General Martin Dempsey.
A report on CNBC Sunday quoted America's top military man as saying that the operation could easily get out of control very quickly, as there would be many small operations that would need to be taken care of on such a mission, any one of which could set off a major conflagration.

 General Martin Dempsey

CNBC was quoting from a July 19 letter it said Dempsey had sent to the Senate Armed Services Committee. In order to bring Syria to heel, he wrote, it would be necessary to “destroy portions of Syria's massive stockpile, interdicting its movement and delivery, or by seizing and securing program components." Doing that would require instituting a no-fly zone, as well as massive missile attacks.
Although President Obama said specifically in his Saturday night declaration that he would leave the details of the American response up to Congress that there would be “no American boots on the ground,” Dempsey wrote to the senators that “thousands of special operations forces and other ground forces would be needed to assault and secure critical sites,” according to the report.
The project, Dempsey added, would cost at least a billion dollars a month, a steep cost for an already deeply indebted U.S. In addition, he wrote, the U.S. needed to take into consideration the complicated nature of the mission, as U.S. troops would have to not only fight Syrian Army forces, but figure out ways to ensure that Syrian rebels allied with Al Qaeda did not seize Bashar al-Assad's chemical weapons before American troops had a chance to destroy them, Dempsey was quoted as telling the senators."

DECLASSIFIED

SYRIA'S WEAPON OF CHOICE: SARIN (GB)

EXCLUSIVE REPORT:

BACKGROUND :

The organophosphate nerve agents tabun (GA), sarin (GB), soman (GD), and cyclosarin (GF) are among the most toxic chemical warfare agents known.[1] Together they comprise the G-series nerve agents, thus named because German scientists first synthesized them, beginning with GA in 1936. GB was discovered next in 1938, followed by GD in 1944 and finally the more obscure GF in 1949.

 DELIVERY:

A binary projectile contains 2 separate, hermetically sealed, plastic-lined containers fitted, one behind the other, in the body of the projectile. In the sarin (GB) binary weapon, the forward canister contains methylphosphonic difluoride (DF). The rear canister contains an isopropyl alcohol and isopropylamine solution (OPA). Only the forward canister is in the munition prior to use. Before the weapon is fired, the rear canister is added and the fuse is placed. The force of launch causes the canisters to break, which produces GB within the projectile.

GB binary (sarin, GB2): DF is located in 1 canister, while OPA is in a second canister. The isopropyl amine binds to the hydrogen fluoride generated during the chemical reaction. After deployment of the weapon, the 2 canisters rupture and the chemical mixture produces GB.

The U.S. Army's 155 mm howitzer shell, which was produced in significant numbers, also contained two nerve agent precursors. In this case, instead of the very persistent VX, a volatile, non-persistent nerve agent is created out of the reaction with diflour (DF), isopropyl alcohol, and another chemical compound that helped to promote chemical synthesis. After being fired, the projectile mixed the binary components to form sarin (GB), while a special fuse mechanism ensured efficient dissemination of the agent through the back of the projectile and over the target.

Because of its ability to fire a large and redundant number of volleys, the multiple launch rocket system (MLRS) has long been considered one of the more effective delivery platforms to increase the concentration of chemical warfare agent on a given target. The U.S. Army had produced both sarin and VX unitary warheads for the M55 rocket.

AL SAFIRA:

According to western intelligence sources based on information from inside Syria, a test with chemical weapons aerial delivery was staged by a special Syrian air force unit at its base near Homs. Strangely the test was made on July 11, 2006 just one day before the attacks by Hezbollah on Israel's border, which triggered the Second Lebanon War. According to the reports, the tests involved the delivery of Sarin and VX through Syria's Scud missile arsenal (Scud-B and Scud-C) produced in Syria with the help of North Korea.
The deadly effect of the chemical warfare agents produced at the el-Safir military complex near Haleb (Allepo) was demonstrated on the night of July 25, 2007, apparently by an accident, which happened while Syrian engineers working on a Scud C warhead. 15 syrians were reportedly killed in the explosion that, according to official Syrian sources, was caused by sympathetic explosion due to an uncommon summer heat wave (the event happened at night, when the temperature is relaively low). According to Janes Defense Weekly, the casualties also included Iranian experts that were present at the site. According to Jane's, sarin and VX agents were dispersed over a large area after the accidents, causing severe burns.

Syria has one of the largest stocks oprationnels world weapons
Chemicals , in an old program and

This program is one of the main
threats in terms of
proliferation of weapons of mass destruction , including
reduction is a goal

White drunk on defense and
national security.

Engaged in combat against the opposition reg

Damascus has already used such weapons , including
sarin in attacks

in April 2013.

The analysis of the information we have to
today led to estimate that , on 21 August 2013, the Syrian regime has
nce an attack on some
neighborhoods on the outskirts of Damascus held by uni

conventional means and massive use of chem agents

- Syrian chemical program
Syria has long arsenal of chemical and pharmaceutical
Therefore ue and

known July 23, 2012 by
the voice of the spokesman of the Ministry of Affair
Foreign art , which confirmed
that " these weapons [ chemical or non- conve

and secure under the supervision of the armed forces

". Syria is not a party to
the Convention for the Prohibition of Chemical plan Weapons
es (CWC ) 1993
unlike 189 countries worldwide.

The Syrian chemical program began in
s 1970 with
import of chemical munitions . Since the year
born in 1980 , Damascus
undertaken to procure the materials, product
s and know -how
the establishment of a capacity of producing nat

The nature of the Syrian chemical arsenal
With more than a thousand tons of chemical agents gue

Damascus has one operational stocks the rain
s largest in the world , without
prospect programmed destruction in the absence
willingness of Accession
Damascus to the
Convention on the Prohibition of Weapons

The Syrian chemical arsenal is particularly mass

Several hundred tons of mustard gas stored penny

Tens of tons of VX . VX is the pl
toxic agents us

Sarin and VX nerve organophosphate
part are stored
binary form, that is to say in the form preserved

Two chemicals,
called precursor , which are mixed just before
employment. This technique and
associated procedures reveal a great mastered

2 .
- Chemical attacks already carried out by the governed
Syrian me
Cases of use of chemical agents by the regime s
yrien in attacks
against areas held by opposition in b
ut conquest of land or
terror , have been observed in recent months. the
regime has violated its
commitments since 1968 under the proto
School of Geneva 1925
on the Prohibition of the Use in War of g
az asphyxiating , poisonous or
Similar and of Bacteriological Methods .

The competent French authorities have recovered e
biomedical samples
(blood, urine) , environmental (soil ) and material
(ammunition) , taken from
victims or on the sites of attacks Saraqeb ,
April 29, 2013 , and Jobar to
mid-April 2013.

Analyzes conducted have confirmed
me use of sarin .
On April 29 , we know that the Syrian regime has con
produces an attack against the
Saraqeb town , located 30 km southeast of Id
leb . A helicopter flew over
high-altitude city and dropped on the quarter
West Ste small ammunition
giving white smoke. About twenty person
s were poisoned and
evacuated to hospitals, where personal medic
to have been poisoned by
contamination transfer . The analyzes confirm
me that the agent used was
was sarin .

In mid -April, forty people were intoxicated
and are discharged into the
districts of Damascus , in the town of Jobar . The a
nalysis of samples
Biomedical taken under conditions checked
by us , on
victims of this attack also confirmed em
ment of sarin .

Attacks and proved showed that strength
s regime Bashar
Assad adjusted their tactics and ammunition
their stock to the objectives of
terror against the civilian population.

Past events and the simultaneous use and mass
if chemical agents
occurred on the night of 21 August 2013 on the Commuter
Damascus had is confirmed
so that the Syrian regime has deliberately taken a
threshold . our services
available information from national sources , allow
ing suggests that other
actions of this nature could be even cond
uites .

3 .
- A massive and coordinated use of chemical agents
against the
civilians on 21 August
Based on a previous analysis of 4 methodical
7 original videos
events of August 21 , a first count , quartie
r by area , number
victims has been achieved.

In view of this one Sample
illon videos were
identified at least 281 deaths , located in the Ghou
Is your ( districts Ain
Tarma , Douma , Erbin of Jobar , Kfar Batna ,
Qas of Alaa , of Zamalka )
and West ( neighborhood Mudamiyat Sham ) .
Our own data confirm that in the h
opital Douma , half
victims are women and children and
in 50 % of cases , death is
immediately .

Doctors deduced that high conc
entration toxic to
been used.
Other independent assessments, eg eff
ectuées by Doctors Without
borders, show at least 355 dead. seve
rs technical accounts ,

According to various sources , assess the environmental balance sheet
ron death in 1500 . the work
made by our experts of modeling the
impact from chemical attack
on the populations of sites listed , are consistent
with this number .
Besides the fact that the victims do not bl
bodily essures the
agonal symptoms are essentially the convu
generalized lesions ,
nausea, vomiting, miosis , hypersecretion of its
live , dyspnea , choking,
loss of consciousness , clinical signs consistent
ith a poisoning
chemicals. Of confirmed cases of contamination
cross personal
caregivers have been reported from several sources.

The observation of many infants souffr
ing violent symptoms
( including convulsions ) , on eight different sites
leads to the conclusion that setting
stage or manipulation on the part of the opposition
tion is very unlikely .

These findings , as well as the multiplicity of sourc
es videos and testimonials ,
exclude any possibility of falsification by cel
the latter .
The massive influx of patients in a very court time
t in different hospitals , the
number of victims and from several
separate sites, reinforced by
analyzes all information notr
e arrangement are
characteristics of the effects of an attack by
chemical agents strong
lethality , they confirm that a massive attack and
coordinated was conducted
in the night of 21 August 2013.
4 .
- The attack of 21 August can be ordered e
t conduct by
government

The combined attack of 21 August responds to your diagram
classic ctique
( artillery preparation and ground offensive
) And the use of chemical agents
is integrated into a coherent tactical maneuver ,
militarily with the
employment doctrine of Syrian forces . of inquiry s
credible events of
several partners report spec preparations
IFIC the previous day
August 21 .

Conventional aerial bombing and art
illerie took place between three
and four o'clock in the morning on the East Ghouta .
In parallel, communities
Zamalka , Kafr Batna and Ain Tarma were affected p
ar chemical attacks.

At six in the morning , a ground offensive r
égime was launched on the
locations.

Several sources report the use of pug
your artillery , different
those of the stock of ammunition best known ( missile
s and bombs) . our analyzes
Technical confirm that the remains of rockets o
bservés on this occasion,
as in some previous point , to preach
tent with the use of agents
chemical .

The system then conducts land strikes
and on major airlines
areas of the attacks. It sought to delay
the inspectors
for several days. This confirms a
e will clear
destruction of evidence afterwards. In addition,
military triggered
fires, which probably aimed at purifying
r the atmosphere through
air movement generated.

Our information confirms that the regime feared
it an attack of magnitude
of the opposition in Damascus this period. our
assessment is that the regime
sought by this attack to loosen the grip and
secure strategic sites
for control of the capital.

For example ,
the district is Moadamiyé
located near the military airport of Mez
zeh , hold services
Intelligence Air Force .
Moreover, it is clear from the study points
under attack , that no
other than the regime could be lashing out at
strategic positions
for the opposition.

Finally, we believe that the Syrian opposition has p
have the capacity to lead
an operation of such magnitude with agents c
himiques . No group
belonging to the Syrian insurgency holds,
this stage , the ability to store
and use these agents , let alone in a proposal
similar to that used rtion
on the night of August 21, 2013 in Damascus.

These groups n
Have neither the experience nor the
know-how to implement them , in Particular
er by vectors such as
those used in the attack on 21 August.

HIGH NOON IN DAMASCUS

Washington (CNN) -- If President Barack Obama fancies himself a modern Will Kane of "High Noon," standing up for what's right when his allies desert him on Syria, he might be following advice the marshal got in the iconic 1952 Western film.
Kane, played by Gary Cooper, goes to his mentor and predecessor Martin Howe in a last-ditch plea for help, but the former lawman -- crippled by age and arthritis -- declines and explains why everyone from the judge to the deputy to the church-going folks of Hadleyville backed off.
"It figures. It's all happened too sudden," says Howe, played by Lon Chaney Jr. "People got to talk themselves into law and order before they do anything about it."
Obama bought himself time for that discussion on whether to attack Syria over the use of banned chemical weapons by putting the question to Congress, setting up Senate committee hearings this week and votes in both chambers after the House returns from summer recess on September 9.
Stunned by what U.S. officials call a major chemical weapons attack on August 21, less than two weeks ago, Obama initially tried to put together an international coalition to respond immediately to punish the regime of Syrian President Bashar al-Assad and signal widespread resolve.
With Russia undermining any U.S. Security Council action, Obama hoped for a coalition similar to the one forged for the 2011 air strikes on Libya -- led by NATO allies with backing from Arab League states.
