1. (SBU) We have confirmed that Amcit Royce Anthony Parfait of Houma, Louisiana, was among those kidnapped over the weekend. Details remain fuzzy, but the greater weight of the information suggests Parfait was abducted August 13 from the Goodfella's nightclub along with the other five expatriates. Edison Chouste, Parfait's employer, has informed Parfait's family about the kidnapping. 2. (SBU) Sunday's hostage-taking of six expatriates brings the total confirmed number of expatriates kidnapped in Port Harcourt since August 1 to 12.

1. (C) Progress, thus far, has been slow. Rivers Governor Odili said his negotiating team, actually headed by the River State Director of the SSS, had made additional contact with the kidnappers since yesterday. Odili stated they had a better idea of the kidnappersQ, identity and the whereabouts of the hostages. However, he did not divulge the kidnappersQ, identity to us. While the kidnappers claimed the hostages were in good health, they have yet provided definitive proof of life. He expressed optimism that the episode will be resolved soon. (Comment: OdiliQ,s line about a swift resolution has become the standard reply of GON officials to our inquiries. Although he expressed confidence in a quick end to the crisis, he did not sound confident. End Comment.)

1. (C) After days of our prodding, SSS negotiators finally have begun passing proof of life (POL) questions to the kidnappers. Yesterday, the captives provided a correct proof of life answer for British hostage John Guyan. SSS told the security consultants of the affected companies that they expected a response today to the POL for Amcit Royce Parfait. There has been no proof of delivery of any medicinal or other humanitarian supplies to the hostages.

1. (C) Ten days into the crisis, Amcit Royce Parfait and the five other expatriate hostages were released last night. The release came within several hours after Senator David Brigidi of Bayelsa State opened another line of communication to the kidnappers. While speculation is rife about ransom payments and one of the hostages claimed overhearing kidnappers talk about a 35-65 million naira (approximately 275,000-500,000 USD) pay off, there is no conclusive proof that money exchanged hands.
