Heavy fighting is going on in the capital of Unity State Bentiu and nearby Rubkona where the 4th Division of the SPLA is based. Several people in Bentiu told Radio Tamazuj this morning that the oil town was still under control of the regular SPLA.
The 4th Division has a large contingent of Nuer soldiers loyal to President Salva Kiir's opponent Riek Machar who is from the state. According to reports some of them have defected. Another new military attack was reported earlier near the oilfields of Thar Jath, northeast of Leer. Unconfirmed reports say that security forces in charge of protecting the oilfields were involved.

 

A national NGO worker in Bentiu said fighting started there on Thursday evening and continued until about midnight. This morning the battle resumed in Rubkona, a populated town across the river nearby Bentiu. The Bentiu-Rubkona bridge is blocked, cutting off access to the airport.
Sixteen (16) people were killed last Wednesday night and Thursday at oil fields in Unity State, causing oil workers to flee and prompting plans for their evacuation. The oil companies operating in Unity State are China National Petroleum Corp, India's ONGC Videsh and Malaysia's Petronas. Five oil workers were killed in the first outbreak of hostilities in GPOC base camp late Wednesday night. They were beaten to death by their colleagues in may have been racially motivated violence.
Another 11 people died on Thursday in fighting in Thar Jath field. According to the Deputy Governor Mabek Lang De Mading, on Thursday “reinforcements have now contained the situation.” It is not clear whether those involved were working in actual drilling operations or were security personnel detailed to protect the oil and pipeline facilities. In the wake of the clashes, over 200 oil workers fled their posts and sought refuge at the UNMISS base in Rubkona.

Former Rebels Taunt To Retake Town

The former South Sudan Liberation Army (SSLA) spokesman Gordon Buay has issued a three-day ultimatum for Major General James Koang to return services to South Sudan army after defecting and taking control of Bentiu town in Unity State.

RUMBEK, 22 December 2013 (Gurtong) - Buay claimed that the defected Major Gen James Koang has no troops and the community is not supporting his act to defect from South Sudan army.
In press statement seen by Gurtong, Buay said that the Leadership Council of the former rebels that signed a peace deal with the Government of South Sudan earlier this year gives three days for Maj-Gen Koang to return to government.
He advised civilians and UN staff to leave the town because the former SSLA forces will use heavy artillery to dislodge Maj-Gen James Koang if he doesn't change his mind before the deadline given to him.



“The forces of former South Sudan Liberation Army (SSLA), under the command of Maj. Gen. Mathew Pul Jang, gave Maj. Gen. James Koang three days to return to the fold of the government. It should be recalled that the former SPLA Commander of Division Four, Maj-Gen. James Koang, declared himself as the “military governor” of Unity State on Saturday after chasing Gov. Joseph Nguen Monytuil out of Bentiu town. The legitimate governor, Dr. Joseph Nguen Monytuil, is now in Wankay with the Unity State chief of police,” Buay said.
He added that “we would like to inform the public and the media that Maj-Gen James Koang does not have the support of all SPLA forces in Unity State. He is only commanding 600 forces stationed in Bentiu town. The rest of SPLA forces in Mayom, Parieng and other counties are loyal to the government.”
Buay said that leadership of SSLA have asked all forces to remain calm but only three days are given to Maj-Gen Koang to return to SPLA base.
“A force of 5,000 of former SSLA fighters, under the command of Maj-Gen Mathew Pul Jang, gave Maj. Gen. James Koang three days to change his mind. Failure to do so would lead our forces no choice but to storm Bentiu town,” he said.

BENTIU, 22 December 2013 (Gurtong) – An official who spoke to Gurtong said that production was unable to continue as there are no local engineers trained to take over the production process.
Oil production accounts for more than 95 percent of the country's economy, and the sector has been affected with oil companies also flying out their employees after the death of at least five South Sudanese oil workers this week.

Petroleum companies started pulling out staff from oil-rich Unity state after several local oil workers were killed and there has been fighting in Bentiu after a senior SPLA Commander defected from the South Sudan army to ex-Vice President Dr. Riek Machar’s forces on Saturday.
Col. Philip Aguer, the SPLA Spokesman told Gurtong that, Maj. Gen. James Koang had on Saturday decided to join forces loyal to Riek Machar seizing full control over Unity State’s capital, Bentiu.
“Currently it is forces loyal to Riek Machar who are controlling Bentiu commanded by Maj. Gen. James Koang of the SPLA Division 4. He took the control of Bentiu on the night of Friday when they chased the Governor,” said Aguer.
“The Governor now is in Mayom County - about 80 km away from Bentiu town - with SPLA forces loyal to the government,” Aguer said.

"Foreign Minister Barnaba Marial Benjamin said the army in Bor had spotted former Vice President Riek Machar - the man the government accuses of starting the fighting in Africa's newest country - on the battlefield, but he had escaped by boat.
It was impossible to verify the minister's account independently and Machar could not be reached for comment. There have been varying reports of his whereabouts since the fighting started."

December 22, 2013 (BENTIU) – The fourth division commander of the South Sudan army (SPLA) in Unity state has announced a new interim administration, a day after he defected to the opposition forces and assumed governorship of the oil-rich region.

In a military decree read on-air Bentiu FM, Maj. Gen James Koang Chuol put in place an interim administration, comprising of six state supervisors and seven county commissioners.
He appointed James Nguany Chakuoth as the new speaker of Unity state legislative assembly, which is to be deputised by Petro Juoi Machar.

 According to the decree, those nominated shall work under the supervision of the new state governor.
