Following Action Evaluation Filed--

(FIREBASE RODES, MAKHMOUR)-- Arizona Republican Chairman of the Senate Armed Services Committee on Tuesday sent a memo over to the Pentagon critical of the approach taken by the White House in its gradual creeping escalation of the Inherent Resolve campaign to liberate Iraq from ISIS. As if no other possible comparison in history existed, once again the lines were drawn to the Vietnam War, the "Quagmire", and whatever else it has come to be known.

Senator McCain had consulted with certain unnamed "military commanders" as to the battlefield status quo, without naming any of them in particular, just the usual ones that speak on condition of anonymity. That way if they are wrong, nobody has to take responsibility for the comments.

Flying in the face of President Obama's assurances that the terrorist bunch is gradually being degraded, has lost 40 percent of the territory it held six months ago, Tikrit has been liberated, Ramadi is now free and the Iraqi I-Corps 15th Division is on the move toward Liberty Bridge at Al Qayyarah on the Tigris River, apparently it's not enough to convince the Chairman of progress on the ground.

Chairman McCain is befuddled by the obfuscation of the actual troop count on the ground in Iraq. The limit set is just under 4000 but getting around that number is akin to platooning baseball players around the field as the game approaches the ninth inning. There is no actual definitive number of those assigned temporary duty, dropped by helo from the USS Kearsarge in the middle of the night at Firebase Bell, now conveniently renamed Kara Soar to shroud its offensive intentions. These ghost platoons are rotated almost as fast as they are inserted, which might be more appropriate for the other base, Camp Swift.

What the Senator does not understand but might be summed up by Ed Harris, playing the role of Gene Kranz in Apollo 13 (1995),

"Failure is not an option..."



No matter the strategy, escalation, boots on the ground, outright shock & awe campaign, the above is the bottom line.

FOLLOWING REPORTS ACROSS THE NAVCOMMSGSYS TODAY--

SEN MCCAIN (CH, ARMED SVC CMTEE) --“My conversations with military commanders both on the ground and in the Pentagon have led me to the disturbing, yet unavoidable conclusion that they have been reduced from considering what it will take to win to what they will be allowed to do by this administration,”

The Senator is taking the SecDef to task over the way troops are accounted for in the Inherent Resolve theater of operations. As seen recently, even at Firebase Bell, many of the assigned military personnel are on "temporary duty" which probably means they are being "platooned" in and out such as on the baseball field, and their presence not included in the less than 4000 number for the maximum field strength of I-Resolve.

Senator McCain refers to the "failed policy of gradual escalation." as during the Vietnam conflict. It must be remembered, however, that in spite of a so-called gradual escalation, when the troops were needed the most, such as Tet of 1968, LBJ was severely restricted by the number of additional troops he could deploy, not just by the status quo of anti-war sentiment on the home front, but also by the sheer number of available troops. As a result, General Westmoreland, requesting upwards of a half-million more, received just two units, the 82nd Airborne and the 27th Marine Regimental Landing Team.




It would be interesting to see just which "military commanders" Senator McCain spoke with concerning the rate of escalation, the possible scenarios to meet the 2016 objectives for the liberation of Mosul and Raqqa, even as the Iraqi I-Corps 15th Mobilized Brigade engages ISIS on the Tigris Riviera at Dodge City; and just how many of them actually wear Vietnam campaign ribbons.

THE AL NASR OFFENSIVE--

a.) Terrain/Climate--Conditions for operating out of Makhmour are limited to one east-west road, the Makhmour-Al Qayyarah highway. While relatively flat, it can easily be mined and traffic brought to a standstill not just by mortars, but by car bombs and the outflow of refugees from the strategic villages located along the highway. Numerous small villages act as obstacles for the advancing 15th and air cover is limited to not just line-of-sight targets in these roadside villages, but to unstable weather in the area of operations.

b.) The Tactical Area of Operations (TAOR)--Map below illustrates some of the objectives outlined in this summary:



Al-Nasr lies along the M-Q highway and that is where the 15th is currently dug in waiting for orders to advance, citing inadequate armoured vehicles, miscommunication between the units operating in the offensive, and deconfliction readiness in air cover and supporting arms fire.

OPERATION FATAH, RELIEF OF MOSUL

PHASE 0NE--The Al Nasr Offensive:

SUMMARY: Objective is to push out from Makhmour, location of Ninevah CentCom west approximately 20 miles to the Tigris River and secure Liberty Bridge, strategic crossing point for the thrust northward, the 40 miles of bad road to Mosul.

c.) Friendly forces -These are primarily Iraqi I-Corps regulars of the 15th Mobilized Division, brigade strength with limited combat engagement experience. Other units are being trained behind friendly lines and serve as a ready reserve. In addition, there are numerous regular Kurd Peshmerga units operating in conjunction with, but not necessarily co-ordinating efforts with the 15th. This has created a central command vacuum and could easily lead to counterproductive crossfire situations as mobilized units move forward. Adding to the complexity of command are Sunni militia irregulars acting in their own self-interest with a limited role beyond scouting and spotting for field artillery.

Coalition forces include supporting arms in the form of a USMC field howitzer battery operating out of Fatah rear at the renamed Firebase Bell location. Air cover is provided by a variety of units all with some degree of deconfliction depending on the ground situation.

d.) Enemy forces--The actual number of ISIS regulars still holed up and pressed to the eastern banks of the Tigris, The Riviera, is currently unknown. A recent report, unverified, indicates 30 ISIS regulars KIA and one car bomb detonated. However, other reports may allude to a delaying action by a much smaller force utilizing land mines and car bombs to slow the advance of the 15th. This delaying action might well be a part of a larger defensive strategy to bolster Al Qayyarah or even fall back up the forty miles of bad road to just below the west bank refinery.

e.) Key West--the airfield may play but a limited role in the movement into the Mosul area of operations due to its condition, proximity, and general usefulness. It might be bypassed altogether with a focus set on moving forward. But before all of that can be taken into account, Al Nasr, Dodge City,  has to be secured, The Rivera needs flushed out of ISIS delaying action components and die hards, and Liberty Bridge secured.
