(FIREBASE RODES, MAKHMOUR)--News of the arrival of security for the engineers reinforcing the Mosul Dam superstructure comes none too soon in the wake of 300 concrete workers kidnapped en-masse from a dorm north od Damascus yesterday. Currently, Kurdish forces are providing security.

THE DAILY TELEGRAPH--
An Italian company, Trevi, won a $2 billion (£1.3 billion) contract to repair the dam, but work has been held up by the precarious security situation.
“We are not going there to fight but to carry out work to save the dam, which is a fundamental piece of infrastructure for the future of Iraq,” said Roberta Pinotti, the defence minister.
“Our soldiers will go there to protect the employees of the Italian firm that will carry out the work.”
There was speculation in the Italian press that the troops might come from an elite unit of paratroopers called the “Folgore” or Thunderbolts.

Rudaw: I would like to start from the Mosul Dam. The US says the dam is at risk of bursting. But the Iraqi government rejects the warnings. What do you think? Is the threat great and imminent?
Marco Carnelos: The US engineers have been monitoring the dam for quite some time. They have their worries about the dam and I have trust in them. What I can say about the potential threats is that I heard from the prime minister here that even Iraqi government is worried about the dam. This is why they have decided to sign a contract with the Italian company, Trevi Group, to reconstruct the dam effectively and quickly. If they were not worried, I don’t think they would have signed the contract.

(FIREBASE RODES)-- Certainly SecState Kerry has opened the eyes of the Iraqi leadership by appearing at Baghdad Intl without a formal invite. Following in the footsteps of style, Kerry has used an Henry Kissinger tactic to pave the way for future high-echelon visits while catching the allies sleeping at the checkpoint. Never give the staff a chance to get the story straight; just drop in an gather as much chatter, backbiting, tattling and finger pointing as possible. In the process, remind the leadership that it is not  alone and it wouldn't hurt to consult the coalition before making a blundering move that would be construed as weakness by Fox News.

SecState Kerry has come of age in his capacity to deal with the renegades of the world, whether friendly or otherwise. The wakeup call in Baghdad is an example of his seasoning as the world's foremost diplomat where predictability should be the last thing on the chow hall menu.

(FIREBASE RODES, MAKHMOUR)--As if there are not enough autonomous units and ad-hoc self-styled militias already miscommunicating their way through the TAOR, now we have the so-called "Popular Mobilized Forces", the PMF,  playing its card:

REUTERS--"We think the battle to liberate Mosul will be huge, complex; it will be about guerrilla warfare in built-up areas, which only PMF fighters are good at ..., as forces may be fighting house to house, room to room," the spokesman, Jawad al-Talabawi, said in an interview on Wednesday in Baghdad.

The PMF are Iraqi Shiites which does not bode well for the sectarian makeup of the population of Mosul. As for the claim that only the PMF has urban warfare capacity, that remains to be seen as the regular army has not been given the opportunity to demonstrate its capability in close-quarter combat.
This is reminiscent of the de facto status quo of the many diverse units operating in Libya during Operation Odyssey Dawn that has since plunged that country into sectarian division and chaos.

Adding more independent units on the ground will make deconfliction even more difficult as each will ultimately interfere with the others' objectives, exacerbated by the lack of centralized command and no clear tactical blueprint.




The command vacuum exists because the coalition, Inherent Resolve, is not the clearinghouse for the operation but is the responsibility of the Iraqi government; there is no clear cut command other than some "Joint Forces" agreement. In addition, a number of self-styled wannabes such as the 1st New Allied Expeditionary" whatever has appeared on the scene without being invited. Those need to be spirited out of the TAOR immediately, partly because of the disinformation being spread by the 1st Allied.

There is no guarantee that the PMF will be of any use as well and needs to be given a steer clear order unless it wants to fall under the Joint Forces command umbrella.

The latest from the front lines are reports that the Iraqi army, the 15th Division, retreats at the sound of gunfire. The perpetrators of this unsubstantiated report appears to be Fox News:

"The Iraqi Army commenced an assault on ISIS strongholds around Mosul, but when ISIS fired back, the Iraqi Army ran away and the assaults ended," a western, Iraq-based security and defense specialist told FoxNews.com of last week's failed offensive. "So now they are regrouping and rethinking their next options."

The official account is that command has decided to dig in and wait for police and local militia to provide security for areas that have been cleared of enemy fighters. Fox News does not provide the name of the so-called security expert.

Fox News goes on to add the opinion of some ad-hoc, self-styled paramilitary type attached to the Kurd forces in the TAOR.

Yakhi Hamza, director of The 1st New Allied Expeditionary Force, a volunteer aid organization that includes Western and Allied Veterans and works with the Kurdish Regional Government (KRG) in northern Iraq, said the aborted Mosul campaign showed the Iraqi army still may not be ready for battle.
"They retook some territory but fled shortly (afterward,) during the nighttime," he said. "There hasn't been progress so far."

This so-called "1st New Allied.." group is nothing more than ex-Canadian NCOs that have joined the regular combat units, in particular the Kurds, and have no tactical inside info on the campaign. It is doubtful, Hamza and his cohorts even have the necessary security clearances to allow them access to classified information on the battle plan.



The 1st New Allied, formerly, the  "1st North American.." needs to be removed from the theater of operations as it has no formal position in the command structure, much less the rank to be able to make calls on the progress on the ground. If it wants to address the status to Fox News, no surprise that the network would stoop to such an unreliable level to paint a completely inaccurate picture of the battlefield situation..
