SOUTH SUDAN--UN Intervention Force--HIGH ROAD TO JUBA; AIRPORT, BRIDGE, COMPOUND.

TO YESENIA
FROM YAZMINA
SUBJ ABVAILABLE UNITS DEPLOYED   CLASSIFIED EYES ONLY./

(YEI CAFE)-- There are at the disposal of the UN peacekeeping forces several paratrooper units that can be dropped into the Area of Operations with the least resistance compared to a risky takeover of the airport or a convoy dispatched from Uganda up the A43 highway.

Keep in mind that even if a convoy approached from the south, then a key objective would be the bridge across the river into the city.

Distribution of peacekeeping units by country as follows:

There are airborne units in these various units that can act independently to secure vital installations including the compounds, radio station and government buildings even before the airport can be wrested from opposing SPLA regime forces that may attempt to control during initial deployment--

SUDAN TRIBUNE--

August 10, 2016 (JUBA) - South Sudanese government under the leadership of President Salva Kiir has accused the United Nations of working for regime change in Juba to overthrow the current government.
The government reacted angrily to a draft proposal seeking approval of the deployment of 4,000 troops with all military capabilities to provide security and protection in Juba and help in the implementation of the peace agreement in the country.
“The UN Secretary General [Ban Ki Moon] has constantly advanced negative views against the Government of the Republic of South Sudan and its leadership, including his recent intrusion in the 27th African Union Summit in Kigali, Rwanda, with the obvious intention of influencing the AU’s decisions in favour of his ‘regime change strategy,” an 8 August response to the UN draft obtained by Sudan Tribune reads in part.

With this kind of hostile reaction from the regime, it may be very difficult to follow through with troop insertion, what are the options.

OPTION 1.)--THE AIRPORT--Currently only a grenade's toss from the UNMISS compound, it can come under the control of SS government forces, with the objective of blocking the runway and preventing the landing of any and all aircraft in the 4000 Brigade. In addition, the IGAD force may already be in place before the UN mission to bolster forces can even be mustered.

OPTION 2.)--The next option is a ground insertion, either from Kenya but most likely from Uganda, the Nimule highway. That has proved already to be a treacherous route following the recent rescue mission executed by the Ugandan Peoples Defense Forcese to extract nationals stranded in the July street fight in Juba.

OPTION 3.)--A paratroop drop in the vicinity of the capital, not different from the daring raid on Timbuktu during Operation Serval by the 17e RGP during the Mali operation to clear insurgents from the country, in early 2013.

This is the most expedient option as it removes the danger of aircraft being threatened by SAM weapons that the SPLA has in its arsenal.  If there is any type of resistance from the SS government, it may be necessary to neutralize the command-control network of the army and knock out the helicopters currently in operation.

Utilization of the SPLA opposition forces on the ground would also be helpful..  LZs for the drop would have to be in consideration of the most advantageous approaches to the capital with respect to available SPLA ground forces..
